Religious Soaps and the Indian viewer

Television in India came with very idealistic goals of being used as a means to leapfrog the illiterate into the New Age with informative and educative programmes. Our policy planners were of the view that the idiot box could provide more than mere entertainment, it could be a wise blend of information, education and entertainment. Thus we started hearing of infotainment, edutainment content.

In the last six decades(nearly) we have taken the prescribed detour via 'infotainment, edutainment' but landed up with more entertainment and less and less of the first two. Even after the coming of Satellite Tv, Internet based connectivity, DD under Prasar Bharati tries to straddle the disparate worlds of entertainment and infotainment. However there is no denying the fact that DD is still the storyteller to the Nation because satellite TV and DTV has made a difference to urban Urban India. And the reach of DD to the rural areas has ensured presence of developmental programming content.

However, one major programme that altered the face of televiewing was the telecast of Ramayana and Mahabharata on TV. How did it happen? Some of the factors are,

a) DD was able to convert its 'soft spot' (one with low viewrship) into one that had the eyeballs of the whole nation glued to TV.Thus it earned advertiement revenue. Sunday mornings were till then difficult to promote for advertising slots, we are told.

b) The revenue generated thus encouraged ventures into other mythologicals, dubbing the Epics into regional languages for regional language TV and a continuos money earning programme.

c)The constant refrain in the nation's broadcasting policy was to maintain a secular approach but what emerged was creation of historicals and fables on television to complete the 'secular picture.

d)Ramanand Sagar who was know for his out and out commercial cinema in Hindi was getting jaded and this new medium gave him a new position in the entertainment industry. He had however maintained that he chose the Epic for the universal appeal it had for the Indian, and further the fact that it was more amenable to the Serial format where epiodes would be easier to structure on the Text. This was not possible on the big screen. Encouraged by his success his contemporary and competitor from filmdom B R chopra decide to take the Mahabharata to the nation through television.

e) Riding the Ramayana & Mahabharata" wave came the BJP when it used symbols and icons to recreate the 'Ram Rajya' concept on the political scene. While it was when a Congress-led Ministry was heading the Govt at the Centre that screening began, it was the 'right of centre' parties and pressure groups that reaped benefits by reconstructing the glory of the country founded on Hindu tradition and culture. Striking the iron when it is hot, that is what the BJP did, and reap the benefits it did.

f) Commercialisation and profit - seeking became important withe the onset of 'liberalisation-privatisation-globalisation' age in India's economy. The medium had to be market-driven. So such programmes assured long runs on TV with little or no production costs but reaped huge profits.

g)That it pushed the country into a 'revivalist' mode is something one cannot deny. The surge continues with niche channels like 'Astha', 'Jain TV' taking cues. Competing for airtime are others like 'Shalom', 'Power Vision' which one can very surely say has scarred the social fabric no end.

While the Epics knit the country into a TV-addicted/watching Nation it also triggered the trend of luring viewers based on religious groups. And, as a long term effect the Medium had sharpened the divide between communities, revived old stereotypes in depicting hierarchies and portrayal of individuals9men and women) in a highly patriarchal society.

Mass Media and Mass Culture

"Culture" is a term which defies definition. Or to put it differently, it can be defined differently by each person. It includes everything practically that we find in a society -arts, sciences, social beliefs, conventions and institutions - that go into the making of a society's culture.


Prefix this already undefinable word with "mass" and one has a more difficult term to define!Since it is the creation of mass media it would be appropriate to call it 'mass media culture'.

With the giant strides made by technology there has emerged various media, especially radio, television, and films. Communication has shrunk geographies. it affects multitudes of communities within society and influence the formation of mass opinions, ideologies, aspirations and antipathies. A close look has resulted in in demarcating 'mass culture' as something different from elite culture, folk culture and popular culture.

In the evolution of culture the first stage is tribal culture. With the development of agricultural society fol;k culture came into being. The growth of urban societies and the popularity of the mass media saw new culture imaging. This in brief was the path that led to the formation of mass culture - an entirely urban phenomenon resulting from rapid industrialisation and alienation from folk culture.

Somewhere along the way, between the transition from folk to mass culture there developed a minority culture. It was the culture of an elite minority which happened because of the growth of individual societies with varying high standards of high culture. The new culture was called 'elite culture' or 'high culture'. This has been overtaken by the new phenomenon called 'mass culture' and come to be identified as a debased representation of cultural products.

What are the possible ways in which mass culture reveals itself.
1. Mass Culture destroys high culture. With the disappearance of culture elites, high culture must compete for survival in the public marketplace.

And in the public marketplace mass culture has all the advantages. it is more easily understood and enjoyed by the culture consumers.

Where 'mass culture' does not destroy 'high culture', it corrupts the latter. Mass culture is quick to seize anything new, standardize it and mass produce it. thus it is that we see culture industry emerging and from here comes products packaged for a market!

The end product is homegenization of 'high' and 'mass' cultures. aiming at majority tastes, mass culture either bypasses unique traditions and cultural idioms or it blends them into a homogenised totality. "the folk artist today lacks cultural roots or intellectual toughness.... to resist for long the pressures of mass culture."

Mass culture also borrows from high culture, standardizes it and introduces to larger sections of the population. In this manner it takes on elements of high culture and finally it subsumes high culture.

Understanding terms like 'popular culture','mass culture' and 'mass media'

It becomes extremely important that the difference in meanings of the terms are discernible. the prime reason being the tendency to use them interchangeably and collapse into one another.

Conventional approachto pop and mass culture is opposed to and distinct from 'high culture'. the different constituents of pop culture like TV, radio, best-sellers, comics, magazines, fashions, pop music, pop art,popular films etc., still bear a lingering stigma of cultural inferiority which long prevented them from meriting attention.

Arts dedicated to higher purposes enjoy an exclusiveness and are opposed to arts that have simple pleasure, or to put it more simply provide simple pleasure, appeals to baser emotions (Classical music/dance vs cinematic/comedy shows/slapstick. While one is deemed to be ennobling, enlightening, transcending, the other is degenerate and enslaving. In this difference we will be able to identify content in Mass Media that exhibit the traits and the extent to which the latter variety dominate content only goes to prove that the Media promote low culture- poor in quality but high in output.

High art is supposedly patronised by the 'cultured', the 'polit' and the 'cultivated'. It is the preserve of the elite. Pop art on the other hand, is accessible to, liked and consumed by the 'masses' in a pejorative sense.

Before the coming of mass culture and mass media, the position was fairly simple. the culture of primitive folk or feudal societies was transmitted by personal and simple contact within the framework of communities. The population involved in cultural communication at any given time was invariably small, since the personal face-to-face element was absolutely essential to it. Thus popular folk culture grew directly from the very people who enjoyed it. folk art was transparent and grew from below. in it there was no fundamental division between audience and performer and meanings were democratically produced.

The separation of folk art and high culture into fairly watertight compartments corresponds to the sharp line once drawn between the common people and aristocracy. The spread of popular culture took a beating with the 'eruption of the masses on to the political stage and as a consequence of the printing press and later of other media of communication.

Henceforth messages from one centre would be broadcast or sent to millions of receivers simultaneously. modern technolgy has seized the world of traditional popular culture and triggered a mutation - Mass culture has merged from it.

Rosenberg explains it thus, "Modern technology is the necessary and the sufficient cause of mass culture." Unlike popular culture which was transmitted by personal and simple contact, mass culture is conveyed through the mass media, and is apparently shaped by them to a great extent. It is argued that once this mode of symbolic transmission is established in society,it expands irresistibly and mercilessly drives out popular culture wherever found.

The mutual incompatibilty of popular and high culture is due to the fact that the mass media penetrate more layers of society and permeate more layers of consciousness in less time than any other system of communication. The attributes of this culture are created and conditioned by the media, whose very structure brings in mass culture. Mass culture is created and shaped by the mass media therefore saturation of media also involves erosion of culture to create a culture for the market.

An interview with the Chairman of Al Jazeera

Sheikh Hamad bin Thamer Al Thani, chairman of the board of Al-Jazeera, spoke with TBS Senior Editor Abdallah Schleifer and Managing Editor Sarah Sullivan in Doha about the philosophy behind the channel, and how it has developed into a global broadcaster.

TBS: How did it all begin? How did the idea of Al-Jazeera come about?
Sheikh Hamad bin Thamer Al Thani: The idea of Al-Jazeera came about in the beginning when we observed that there were many types of media, with specialized sports and news and entertainment programs, in the West. This type of specialization wasn't found in the Arab world. So the idea arose to start a channel specializing in news that would serve many viewers in the Arab world.
TBS: There are many channels in the Arab world with news bulletins. What made you decide to make Al-Jazeera so different? Why did you create Al-Jazeera, instead of doing the news the way most other stations in the region do the news?

Sheikh Hamad: I think the key word in the success of Al-Jazeera is the amount of freedom available to the people who work at Al-Jazeera, in addition to their professionalism. That's the most important thing that differentiates us from the others.

TBS: The past four or five years you periodically have come under pressure from different Arab countries at different times. Now you're under pressure from Washington. Is that pressure continuing? You survived pressure from the Arab states—will you survive the pressure from Washington?

Sheikh Hamad: We've heard the remarks from American Secretary of State Colin Powell and also, when I was in the United States recently, from other officials and from Congress. We've explained the line we follow at Al-Jazeera, which is a degree of freedom. Al-Jazeera was accused in the beginning of being a channel financed by Iraq or by Saddam Hussein when we covered events in Iraq. When we reported on the Israeli elections and when we ran interviews with Ehud Barak and Shimon Peres, Al-Jazeera was immediately accused of being financed by the Mossad. Also, when we reported on events or issues within the United States from our office in Washington we were accused of being financed by the CIA. We're used to these remarks or accusations at Al-Jazeera. We're now hearing remarks from the American administration on our coverage of recent events, and I think we're evenhanded in our reporting on these events. Our basic view is of exclusive and quality news reporting. I think Al-Jazeera will continue in its same manner, presenting various opinions, which it has followed since its beginning, especially since in a few weeks we will mark our fifth anniversary, and this is an occasion when Al-Jazeera can celebrate the preserving of our news strategy which is "Al-Ra'i wa al-Ra'i Akher"—"one opinion and another"—meaning to get both sides of a story.

TBS: The interviews with Barak and Peres and others was in the context of your covering the most recent Israeli elections. You were the first Arab channel to do interviews with Israeli leaders?

Sheikh Hamad: That's correct.

TBS: How would you relate the establishment of Al-Jazeera to the His Highness Sheikh Hamad bin Khalifa Al Thani's vision of a civil society and a liberal constitutional emirate?

Sheikh Hamad: Al-Jazeera is going the same direction as the state of Qatar in its recent developments, starting with the elections for a chamber of commerce in Qatar, and also municipal elections with women's participation, as candidates and voters. After a year and a half we'll have parliamentary elections in which women will participate. I think this direction corresponds with the direction of the media, be it Al-Jazeera, or lifting censorship on local Qatari newspapers. The two go together in this stage, and I think the direction of Al-Jazeera is a natural one that corresponds with the strategy Qatar is taking at this phase.

TBS: His Highness the Emir abolished the position of Minister of Information. Why was this decision made?

Sheikh Hamad: Simply speaking, the Ministry of Information, in one way or another, is the ministry that controls the news media, be it television or radio or newspapers. At the same time we looked to the Western world which has very advanced media, and find that there are no ministries of information. We don't see that a ministry of information has any positive role to play in future media projects.

TBS: Al-Jazeera is scheduled to become financially independent next month. How will you make money, especially considering that you aren't getting the advertising you should get based on the number of people who are watching Al-Jazeera, as the agencies are worried about losing advertising revenue in other Arab countries. Are you preparing to go into pay TV as an alternative in the Middle East? Especially since it's working in America, you're making money there, and you're now making a deal for pay-TV in England.

Sheikh Hamed: In addition to that, we've now encrypted Al-Jazeera in Australia. Naturally the next step that Al-Jazeera's board of directors is studying is encrypting in Europe. If the board felt it would be beneficial to encrypt in Europe, we would consider it a step that would have a very positive effect on Al-Jazeera. But as for the Middle East, the idea of encryption is unlikely at this time, although we have had many offers from media organizations.

TBS: When will be the right time for the company to go public, to put shares up for sale—especially since you're very well known now and the channel is hot?


Sheikh Hamad: Exactly, and this will happen soon. The board of directors is studying this idea right now; because of the worldwide attention we have, it's the right time to open this topic.

TBS: Could you tell us a bit about your own personal background that led you into this field? How did you become interested in journalism and broadcasting?

Sheikh Hamad: My career began in 1987 with the ministry of information, first in the printing and publications department, and after that in the Foreign Information Agency. After that I worked as the first undersecretary to the minister of information. Then the Ministry of Information was abolished and the idea of starting Al-Jazeera arose. With the beginning of this channel the board of directors was formed, and I was chosen as chairman of this board; this was around the end of 1994. We worked about two years on establishing Al-Jazeera, until the channel was launched in Nov. 1996.

TBS: If it was its Intifada coverage that established Al-Jazeera as the leading broadcaster in the Arab world, it is coverage of this crisis that has made the channel a global player, like CNN and BBC World Service. In that context of going global, could you comment on the arrangement you now have with CNN?

Sheikh Hamad: I consider the beginning of Al-Jazeera becoming a global broadcaster was with the Desert Fox campaign. Al-Jazeera had an office in Baghdad, this was the first time for Al-Jazeera to stand alongside international organizations like CNN and BBC and ABC. This was in 1998, and was the first world event that allowed Al-Jazeera to gain international importance. Then the Intifada began in Palestine, and Al-Jazeera was also there. Events themselves are what make news channels. We try to be present where events are taking place, to distinguish ourselves and transmit a clear picture to our viewers, whether they be in the Arab world or elsewhere. TBS

The Sweet and Sour Success of Al-Jazeera

Why is Al-Jazeera, the satellite television channel transmitting from Qatar—a small, relatively obscure Gulf Emirate—so popular, so powerful that it is starting to change the face of Arab TV news broadcasting?
Al-Jazeera's impact is so powerful because until ten years ago TV journalism as we know it did not exist in the Arab world; because free-ranging public affairs interview and talk shows with viewer participation via telephone did not exist in the Arab world.

In 1975-76 I spent most of my time in Beirut covering the Lebanese civil war as an NBC producer/reporter and acting Beirut bureau chief. It was the biggest story in the Arab world; nothing else much was happening in the region. Yet aside from the Lebanese themselves, not a single Arab national (the euphemism for state owned and directed) channel sent reporters, producers, or camera crews to cover the war. Why bother? TV was the most tightly policed of all media. In many Arab countries the minister of information made his offices in the same building that housed the national channel or channels and the news bulletins existed to a greater or lesser degree to glorify the leadership, be they left wing or right wing, socialist or monarchist.

The reasons for this tight control were several. In authoritarian countries with high rates of illiteracy, television (and radio) is a particularly dangerous medium. Unlike Arab newspapers, which were privately owned in politically moderate Arab states or had a history of private ownership prior to nationalization in the Arab socialist republics, TV channels were state-established from the beginning. They had no sense of mission beyond serving the state in the field of "information" as well as providing popular entertainment.

One other critical factor. Even the journalists and editors in the state-owned newspapers generally had access to newspapers from Paris, London, New York. The Arab print journalists knew by example what the international standards of journalism were, even if they could only hope to barely approximate those standards in those days in their own work. But television in the age before satellites was the most provincial of media, with transmission ranges of 50 miles. The typical Arab broadcaster could not learn by comparison. BBC Radio had a great impact precisely because it was accessible; BBC television was not.

The idea of journalists and in particular of TV journalists exercising their judgment as to newsworthiness was inconceivable. Whatever the head of state did was the lead item of the day—even if intrinsically un-newsworthy—followed by routine activities of his ministers. The ruler and his ministers held "important meetings" (pictures of the cabinet) or had frank or friendly discussions with visiting envoys (handshakes and shared cups of coffee) but rarely did the leading stories contain content.

Since it was the partisan position taken, not the newsworthy event itself, that mattered, the channels made use of global news agency footage (while complaining at UNESCO conferences about the Western monopoly of global news dissemination) while the news bulletin presenters read remotely connected copy from the state news agency that reflected the position taken on an given pan-Arab event. To put it another way: since it was the partisan position taken and not newsworthiness that mattered, why bother covering an event in any but the most token sense of a cameraman recording official formalities for domestic news, or the channel using TV news agency pictures for pan-Arab stories like the Lebanese civil war. Why bother with TV reporters? Indeed no one did. Why bother sending a cameraman to take pictures of the Lebanese civil war—if it was pictures and not coverage or understanding that was sought, then why go to the expense when far cheaper agency footage was available. And why worry about losing your audience when only the state had a tightly exercised monopoly on broadcasting and there were no satellite TV channels (Arab or non-Arab) to provide external competition?

When I served in Cairo as NBC News bureau chief from the mid-seventies to the mid-eighties, and I needed some public visibility to help get a scarce extra overseas phone line installed in the bureau or an interview with a minister, I would take my crew out to cover a public event where President Sadat (who had lifted censorship or restriction of movement for the foreign press corps in Egypt in 1974) would be present, even though the event was of no interest to NBC. Mike in hand, I would ask the president a question or two. The Egyptian TV cameramen covering the president's every public movement had no reporters of their own, so they would jump at the opportunity shoot my "interview" sequence. That evening and the following morning I would appear prominently on the local TV news bulletins. Since there were no satellite channels around offering alternative fare, everybody—including the recalcitrant minister or the uncooperative telephone and telegraph official—would see me with the president and respond to my requests respectfully.
What changed everything was CNN. In America CNN established itself as the channel for round-the-clock news coverage of dramatic events with its live coverage from Saudi Arabia and Baghdad during the buildup and on into the fighting of Desert Storm. And since satellite dishes were beginning to appear in Saudi Arabia and Egypt, and CNN had recently begun transmitting its signal internationally on a powerful satellite that reached the Arab world, suddenly CNN offered an alternative form of news coverage which large numbers of Saudis and Egyptians were now exposed to, as both countries began to rebroadcast CNN on spare transmitters as the conflict intensified. So CNN, in the Arab world, became a model for imitation—not by the bureaucratic and routine-driven national channels (except in the cosmetic sense of spiffing up the studio sets for the news bulletins and picking up the pace), but by a new privately owned channel, MBC, established in London by Saudi businessmen with close relations to the Saudi royal family.

Since MBC was established to compete for advertising with the Arab national channels, it sought superior production values—and that included doing real TV journalism, covering stories in the Arab world with correspondents directing camera crews and writing scripts for their own finished news reports. MBC was a great success in the early 1990s among those who owned dishes, but that was a far smaller number than those owning them today. When MBC was retransmitted terrestrially (no satellite, no dish, just an ordinary antenna) from Bahrain, an island barely a stone's throw from eastern Saudi Arabia, MBC's market share, especially during the news bulletins, was greater than the Saudi national channel in the eastern provinces. At the same time MBC gave the Saudi and allied Arab political establishment a wide berth in its news coverage without the embarrassing syncopy of the national channels, so MBC's compromises didn't seem in comparison so terribly compromising.

Orbit, another private satellite Arabic language operation also with close ties to the Saudi ruling family but a rival to MBC, started up in Rome a few years later but as multi-channel network with one channel produced by the BBC and known as BBC Arabic News but paid for by Orbit. This new channel provided true news stories, informed professional reports from the field. Orbit also introduced freewheeling talk shows in which guests of widely varying and often radical political persuasions engaged in fierce debate. Many of these guests, whether left wing nationalists and socialists or right wing Muslim fundamentalists, were generally excluded from single party or single family Arab authoritarian political life, so these programs became widely popular. BBC Arabic News collapsed in little more than a year because of a quarrel over editorial control between the Saudi owners of Orbit and the BBC, but the lively talk shows continued on other Orbit channels. continued

So the stage was set for Al-Jazeera, which started up five years ago as a state-financed satellite channel that more resembles a public broadcasting operation like BBC, or even a privately owned channel, than the state owned and directed national channels of the rest of the Arab world. The chairman of its board is the nephew of the ruler of Qatar, but he is a journalist in his own right as much as he is a businessman. And Qatar, unlike Saudi Arabia, is not a regional power with all of the inhibitions that come with such power. On the contrary, the ruler of Qatar is committed to transforming this emirate into a liberal constitutional monarchy, and he has abolished the ministry of information as a branch of government that is incompatible with a free press and liberal society. Al-Jazeera fits into his vision. Many of its correspondents, producers, and talk show hosts were recruited from among the one-time staff of the BBC Arabic service, which has ensured Al-Jazeera an incredibly sophisticated studio look and an approach that reflects the BBC World Service tradition of a far more serious journalism, far more field reports or "packages," than the at-times glitzy but usually more shallow quality of CNN's coverage.

Al-Jazeera, a 24-hour all-news channel that pursues both aggressive field reporting from across the Arab world as well as from all major news centers outside the Arab world, has also produced its own freewheeling talk shows with viewers commenting or asking questions by telephone. The Al-Jazeera motto for both news coverage and talk shows is, in literal translation from Arabic, "Opinion and Another Opinion," which is the equivalent of that Anglo-American journalism 101 axiom "get both sides of the story."

So Al-Jazeera has invariably stepped on many toes, which are particularly sensitive in authoritarian political cultures where anyone in authority rarely has his toes stepped upon. The price it has paid has been periodic closure of its bureaus in many Arab countries, and a relative lack of advertising because of fear by the multinationals that if they advertise on Al-Jazeera they may be cut off from advertising in Saudi media—and the Saudi domestic market is much bigger and richer than the tiny emirate of Qatar. But Al-Jazeera's popularity throughout the region is extraordinary, and the degree of satellite dish penetration of the markets so extensive in recent years (the receiver dishes getting smaller and cheaper, the satellite transmitters getting bigger and better) that Al-Jazeera now has a bigger market share than any one national channel at nearly any given time.

Just as CNN established itself in America as the channel of choice for ongoing, highly dramatic events because of its nearly non-stop and largely live coverage of the Gulf War, so Al-Jazeera definitively established itself as the Arabic satellite station of choice, with its correspondents out in the streets reporting on Arab resistance and Israeli repression, during the Intifada that has raged on in the Israeli-occupied territories of Arab Jerusalem, the West Bank, and Gaza for the past year and has spilled over in the form of radical Palestinian terrorist attacks against civilians within Israel in more recent months.

At the risk of permanently losing their audiences, some of the Arab national channels are now establishing news bureaus and erratically but increasingly producing field reports of their own. However, they frequently rely on APTN (Associated Press TV News) to find and if necessary train reporters in the field for them—these new bureaus are customized bureaus, so to speak, because the Arab national channels by and large lack the trained personnel and the competitive drive to do it by themselves.

Al-Jazeera's present assets in Afghanistan, its unique access, directly stems from its special relationship with Osama bin Laden established over the years when, as a outcast from the Saudi establishment, bin Laden had little hope of access to either the national Arab channels invariably allied with or at least beholden to Saudi Arabia, or the Saudi-owned private satellite channels. Al-Jazeera cannot be faulted as a mouthpiece for bin Laden anymore than CNN could be faulted as a mouthpiece for Saddam Hussein because of its unique, indeed exclusive television news assets in Baghdad during Desert Storm, when all other TV journalists save CNN's Peter Arnett and company were ordered out of the country.

Has bin Laden made use of Al-Jazeera? No doubt, just as Saddam Hussein made use of CNN. (Where was CNN when Iraqi troops stormed into Kuwait and looted and raped during the first days of the occupation? Certainly not there as guests of the Iraqi ministry of Information.) But Al-Jazeera doesn't just broadcast bin Laden videos. It produces packages on the Northern Alliance and does frequent voice interviews with the Northern Alliance's foreign minister, who is the Alliance's most articulate and active spokesman. Al-Jazeera was as proud of the exclusive interview it managed with Tony Blair, following the bin Laden tape broadcast the day the US bombing missions began, as it is of its bin Laden exclusives. And as a matter of course it carries all of the important Washington pronouncements on the war Against terrorism. But does the fact that Al-Jazeera has superior assets than any other channel inside Taliban-controlled Afghanistan skew its coverage, with more time allotted to bin Laden and the Taliban than other channels? No doubt, but the same could be said about CNN's overkill (and frequently boring) use of its Baghdad assets during the Gulf War. The only difference is that Al-Jazeera, in the strict terms of producing informative field reports rather than live camera comment, does a better job (like its mentor BBC) than CNN. Al-Jazeera's journalism (in the strictest sense of the word—which means not its often problematic talk shows) on occasion transcends the channel's very self-conscious sense of Arab identity. Al-Jazeera has become in this present crisis as much a global player as CNN or the BBC World Service.

Within the Arab world, the long-term effect of Al-Jazeera cannot be but a positive one. Al-Jazeera encourages a new political culture more responsive to facts than conspiracy theories, more gratified and empowered by a journalism that seeks objective truth then a journalism solely of self-confirming perspective. In its commitment to free expression it is the logical ally of any emerging civil society. If it has inflamed the Arabs by its powerful visuals of Israel's cruel repression of a Palestinian people resisting occupation, it has also interviewed Israelis when no other Arab channel would; provided forums for Arab-Israeli debate when no other channel would, and has provided the possibility that Arab perception will shift from demonizing an entire people to a discriminating sense of what forces in Israeli society would perpetuate occupation and injustice and what forces would and have truly sought a just peace.

So too its impact today. There is no question but that the bin Laden tapes are having a horrendous impact on the Arab streets. He is emerging as the mythic right-wing Che Guevera of Arab street culture. It is bin Laden's outwardly gentle manner and soft speech, the simplicity of his outward appearance, and above all else his citation of injustices and American double standards familiar to every Arab—including the overwhelming majority of Arabs genuinely horrified by the murder of nearly six thousand innocent souls on September 11—which have made the tapes so dangerous, so potentially destabilizing. And yet if CNN, without a moment's hesitation as an American practitioner of journalism, can run those tapes as a professional duty to its viewers, how can we so easily fault Al-Jazeera? The bin Laden tapes pose a recurrent dilemma that conscientious journalists always worry about and have never resolved: where their responsibilities as journalists end and their responsibilities as citizens and defenders of decency begin.

But in the end a major part of the power of those tapes is that they occur in a vacuum, among the present timidity of the moderate Arab leadership—which has had in some cases to fight ferocious, deadly battles with its own homegrown terrorist networks that have regrouped abroad under the banner of bin Laden and the patronage of the Taliban. Where, in the almost arrogant imperial indifference of American war planners to obvious basic intelligence (a forgotten art at the CIA since the late 1950s) are the counter-bin Ladens, as once upon a time we successfully allied and assisted Christian Socialists, Social Democrats, and even Trotskyists in the Cold War against Stalinism for the soul of Western Europe?

Burhanuddin Rabbani, president of the remnant pre-Taliban Afghan government in semi-exile that is supported by the Northern Alliance, was a student at Egypt's great center for Islamic theological studies, Al Azhar University. He writes poetry in Persian and speaks fluent Arabic. He is the civilized face of Afghan Islam. Why hasn't Rabbani been encouraged to tour the Arab world, and through his public presence and his interviews on Arab television, be allowed to open the minds of the Arab masses to the crimes of bin Laden and the Taliban? It is this void, this timidity, this moral indifference on the part of both American and moderate Arab leaderships, as well as America's double standard towards Israel and the Arabs (scandalous in the eyes of nearly everyone in the world but America and Israel) that provides the context that makes these tapes so dangerous, as much if not more than Al-Jazeera's audacity in playing them. Did you see what I saw.......?

While I sat watching the News rather disinterestedly there seemed to be some unexpected developments on screen. Sat wondering if it was some break in communication at the studio, not for long though.

An interesting article says it all, but takes the fervour out of the action with that doubt …”Was it stage managed?”

It was Peter Finch, in the 1976 movie Network, who first played a newsreader suffering an on-air breakdown. Driven to madness by poor ratings, Finch's character snaps and tells viewers to shout: "I'm mad as hell and I'm not going to take it any more."

It's hard not to think of Finch, who won an Oscar for his performance, when watching a similar implosion by the newsreader Mika Brzezinski on the cable news channel MSNBC on Wednesday morning.

Despite goading from her co-hosts, including the former Republican congressman turned rightwing talkshow host Joe Scarborough, Brzezinski stood her ground and refused to read her segment's lead news item on Paris Hilton.

After a media frenzy that saw even arch-publicist Michael Moore elbowed off CNN's Larry King show to make way for Hilton's first post-jail interview, Brzezinski has become a cyberspace star. Clips of her shredding the script were the lead item on the Technorati search, while the blogosphere was alight with praise. "I have a new hero, and her name is Mika Brzezinski," wrote one.

For many people, the Hilton kerfuffle was the first time they had heard of Brzezinski, an experienced newscaster and journalist.

While she does pop up on the mainstream NBC Nightly News, she is mostly confined to acting as Scarborough's sidekick on MSNBC's morning show, which lags in the ratings well behind the major channels as well as its cable rivals, Fox News and CNN.

Hilton and Brzezinski do have something in common, both being blonde, telegenic and the daughters of influential fathers. But any similarity ends there: while Paris is the scion of a wealthy socialite Rick Hilton, the 39-year-old newsreader is the daughter of Zbigniew Brzezinski, a foreign policy heavyweight in Washington and a former national security adviser to Jimmy Carter.

In 2001 Brzezinski was working in New York as a correspondent for CBS News, and on September 11 was assigned as the network's "Ground Zero" correspondent. She was broadcasting live on CBS in front of the World Trade Centre when the south tower collapsed.

But suspicions remain that Brzezinski's moment of madness was staged, although the worried reactions from her co-hosts when she attempted to set fire to the script on air suggests she wasn't acting.

Brzezinski's dismissal of Paris Hilton is shared by the majority of Americans.

Al Jazeera -Rewriting the definition of a 'News' Channel

When Osama bin Laden’s spectre loomed large over US all of us waited to get those blurred images of the Taliban or Bin Laden to announce the future intentions of his band of brigands. In the ten years since, all this has changed. Al-Jazeera brings you crisp News from all corners of the Globe, with Newscasts from Washington, London, Doha, Kuala Lumpur and a desk that has the best talent drawn from reputed institutions across the globe.

Any wonder then that watching Al Jazeera’s News is no more a limited vision of the Gulf region, the Muslim world or the channel for developments in the world of Osama and his boys. Interestingly the Al Jazeera News often turned its spotlight on the Asian region, much to the chagrin of the US which has all along wallowed in media glare.

“Under its slogan of “The opinion and the other opinion,” Al-Jazeera gave an Arab world hungry for information and debate the means to talk to itself and shape its future. It spawned imitators across the region and has launched an English channel station that is beginning to challenge the western monopoly of international news as a “voice of the global south”- George Galloway, British MP(The Hindu, June 18, 2007)

We have to remind ourselves that the US decides “What is News?” for us. Therefore they would not be delighted about a recent arrival on the scene altering priorities. Further it has the support of the despotic regimes in the Gulf who would not be too comfortable with the Al-Jazeera kind of journalism.

Neutering that voice must be achieved and what better way than get a pro-US man on the board of the newspaper. Pro-US voices have now found a position on the Board of Directors, what better way could there be to set the agenda for a media house. The US which has held centre-stage as far as ‘Newsmaker’ status is concerned cannot reconcile itself to not featuring among the items in an Al Jazeera newscast which is looking Asia-centric.

Al-Jazeera brings you News in a highly professional manner, and has earned the reputation of being “anti-Us and anti-Arab” which only amply shows how well it holds up the mirror on the region it reports.

News Channels - does that create a drone in your ears, of a host of signature tunes, and the screen flickering with ‘NEWS FLASH’, ‘BREAKING NEWS’, ‘FLASH’ and the innumerable distractions that take your mind off the genuine NEWS.

Here’s what Rajdeep Sardesai the whizkid of the News Channels who had to answer the question, “Are you sure you want to do this? Where is the space for another channel, and what will make your channel different?” has to say.

–“We were in Amsterdam at a conference organized by the European Broadcasting Union. The host for one of the sessions was a Canadian anchor, and the subject under discussion was the growth in private television across the world, including interestingly enough in Russia where the first private network had just taken off. As questions were raised over whetherthe new Russian channel was being financed by Vladimir Putin, the anchor turned to me indulgenty: ‘So, how many privated news channels do you have in India?’ around 30 and growing was the brief reply. The Canadian anchor was flabbergasted. ‘My God, that’s more than in the whole of North and South America put together.’

The sheer numerical strength of television industry suggests a robustness in the medium, a growth that is unparalleled. The lates viewership datasuggests that there are over 60 million homes, and many news channels claim a ‘connectivity’ or ‘reach’ of around 80 to 90 per cent. The advertising revenue estimates for the industry are in the range of Rs 700 to 750 crore (across channels), up from around Rs 100 to Rs 150 crore five years back. In other words, there has been a 500 per cent expansion in ad revenues. Little wonder then that everyone wants a slice of the pie.

The economics of the business is in a flux. The capital expenditure to start a channel is around Rs 50-75crore. Distribution costs are rising – channels have to spend between Rs 5 to 10 crore annually to ensure they get the right band placement, and salaries are rising exponentially.

The econmics represent only part of the problem. The bigger issue is the crisis of content: is the multiplicity of channels resulting in better journalism? We would like to believe at CNN-IBN for example, without sounding immodest, that we have made a genuine attempt to push the boundaries of news journalism, that we have been much more hard-hitting and energetic in our news coveragethan what English journalism is traditionally associated with. The brief to our journalists has been clear: go beyond the soundbite, beyond the obvious and actually look for stories that need to be told.

Jeremy Paxman, the BBC newsnight anchor who described himself as the ‘endangered panda’ in the age of rolling news, says that the problem with round the clock news is that you have to keep giving the impression to the viewer that the screen is constantly buzzing, that there is always something happening on screen that will prevent the viewer from switching channels.

The result is a completebreakdown in the concept of “ Breaking News’, or for that matter, an ‘exclusive’. For example,you could have an interview with a leader across more than one channel, with every channel flashing it as ‘ only on this channel’. It’s almost as if the exclusive bug is necessary to convince the viewer to stick to the channel.

The competition has also led to what some believe is the growing ‘tabloidisation’ of the medium. I have often chosen to take refuge in what Sir Robin Day, the venerable BBC broadcaster once said, ‘Television is a tabloid medium, at its best when there is war, violence and disaster.’The most powerful images are often those that have a touch of drama: a stone thrown at a bus will always be a more dramatic visual image than an empty street during a bandh.
The rise of crime reportage on television is a reflection of television’s penchant for titillating the viewer. It also reflects how television rating points have come to govern editorial decisions in the television newsrooms, especially in Hindi news channels, where the competition is even more maddening…..

Talk to the viewers, I say. CNN-IBN is by far the fastest growing news channel in the country, so we must be doing something right. The journey, I might add, has only just begun."

Electronic Media:Right to information, transparency, and all that By Y।P. Chhibbar

All of a sudden there are a number of new news channels on the T।V। This has set the trend of a revamping exercise in the existing news channels also. This is not all. One of them the Sahara Group has, alongwith the National Sahara Samay, a number of regional channels. Zee News, English Headlines Today, Star News, NDTV 24 x 7, and NDTV India are all eating into each other's viewer-ship and also creating new viewers. There are some news channels in other languages like Malayalam, Telugu, Tamil. Of course there is DD.There is a growing feeling that this is the right time to put into place some sort of structure and organisation in the working and content of TV journalism. Just as there is a Press Council for the print media, there should be an Electronic Media Council, or alternatively, the Press Council of India should be converted into a Media Council covering the print and electronic media both.

It is necessary to prescribe and enforce some terms for recruitment practices, work ethics, and all that. A large number of institutions have introduced various types of journalism courses churning out young women and men with degrees and diplomas in their hands looking for job openings. True to the spirit of free enterprise, the channels have started exploiting the aspiring and unemployed youth.

It seems time now to make the viewers a partner in the give and take of news. Every channel should have a regular programme every day responding to comments and views of the viewers. This is very necessary since the comment or the view of an anchor is not final. It may even be out of context. It is very interesting that though there are a number of Hindi news channels, most of them are dominated by anchors and reporters who do not seem to be at home with Hindi. Sometimes they don't even understand a response given in Hindi!Much has been made of "the look of the channel". What should be given greater importance are probably the reports, the look of the studio, the mannerism of the anchors and news reporters, the rapport that they establish with the viewers. A sleek studio and smartly dressed anchors looking as if they were coming straight from a dry cleaner look like space station characters. The common people of India feel a sort of relationship with them if their dress, mannerism, and presentation is relaxed. "Designer clothes from Rohit Bal", "hair styled by Javed Habeeb", and "dress code of Birla corporates" can divorce the channel from the common people.

It is interesting to know that no channel, Hindi and/or English, seems to have paid any attention to language and pronunciation. One was amused to note that when the President of Iran was visiting and was the Chief Guest at Republic Day Parade, different anchors and reporters of the same channel were pronouncing his name differently.


Similarly no editors of a Channel seem to notice that "Sushri Mayawati" has become "Susri Mayawati" that "Kshetra" has become "Chhetra". The most interesting is the case of the nuktaa. The purists in Hindi Literature always abhor the use of nuktaa, since it is used in Urdu. The average 'Hindi, Hindu, Hindustan' patriot has a mindset that identifies Urdu with Pakistan. One does not know whether their patriotism blinds them or they are ignorant of the fact that Urdu was born and brought up in the streets of Delhi and Lucknow.

Secondly, spoken Hindi cannot ignore the nuktaa otherwise, they end up writing 'nyuuz' as 'nyuuj' in Hindi. One is waiting for an anchor or a reporter to pronounce 'Zee News' as 'G News' in Hindi. Spoken language and literary language are two different things.Anchors on some channels indulge in tête-à-tête as if they were conversing in a drawing room. Where the opinion of a specialist or an expert is needed, undergraduate tête-à-tête is ridiculous. Further, we have to remember that TV is a very powerful and sensitive medium. Millions of youngsters who watch the programmes, news or entertainment, on the small screen, pick up attitudes, facts, mannerism, and even pronunciation from there. They even have their screen icons amongst anchors and newsreaders. It is, therefore, necessary to pay attention to what is said on the screen and how it is said. It is noticed that while conversing with experts or talking to experts or officials on the phone, anchors address them by their first name. This is not always desirable. Addressing a DIG or a minister by his/her first name is not appropriate. Apart from this, there is the strange practice of using the suffix "Ji" as a prefix in conversation. This was probably started by some channel and is spreading everywhere. Even when anchors talk to their reporters they prefix and suffix "Ji" to their name!

Perhaps a brief comment on the contents of entertainment channels in Hindi would not be out of the place. Critics have all noticed that Indian women get up in the morning with mascara on, that all the stories concern families living in palaces, so on and so forth. We would like to mention two different issues. One is, and this is partly applicable to the news channels also, that the channels fight shy of even mentioning the phrase human rights. Some channels have programmes depicting cases of Human Rights but they are afraid of labeling them so. Sahara Manoranjan is the only exception. This channel is going to complete 100 episodes of a programme wherein a well known film director gives an introduction and uses the HR word without any hesitation.

The second thing is that all the serials are based on the stories of Hindu families. There are perhaps only two exceptions, one serial on 'Z TV' and the other on Sahara Manoranjan. Both of these have themes of a minority culture. Apart from these two serials there is, in Hindi, no serial based on the lives and travails of the families belonging to minority communities. This is not all. Very few producers imagine friends, neighbours, etc., of the characters, belonging to minority communities
